We've been all guessing, but the real answer is that PR is continually updated, so what's the use in updating the toolbar?
By the way, it's been updating across different datacenters (the URL Rob said can resolve to any one of their datacenters depending on different factors, so that's an awful way to check) for a few days now. So who won, or do we have to wait until every datacenter is updated? That wasn't ever made clear.
