Best bet is don't use them period... IMO
when you try and "cheat the system" you eventually get caught and will be penalized...
for example as Joe said... your not actually getting "real people" to the site... so your getting a "hit" - how does the Google algorithm look at that? a hit? an auto surf program? how does that play into the part of the algorithm that rates the value of your site by (user time spent on site)?
to me it means that you have nothing of value on your site because all of your visits / hits will be in the 0-30second category... Now if you have a good site, peoples time on site will be much larger and the algorithms will see this and treat your site accordingly
