I have gotten a reply from downloadfast.com about this. This is the reply:

All payments will be held at least 6 months, which is how long the credit card companies can chargeback fraud to us.

Before then, we may be able to reopen the Affiliate program if we eliminate all possible fraud methods. There is no ETA yet.

This extreme action is allowed per TOS, "...Reseller retains the right to withhold all payments for 6 months. This withholding of all payments is only done in extreme cases, where the Reseller expects and must protect against a potential onslaught of chargebacks and refunds."

We of course regret that some people in the world are hell bent on committing fraud. As you know, there is new level of threat on american businesses now...

BTW, the affiliate tracking continues, even no commissions will be paid until or unless we reopen the program.

I am still a bit confused. Towards the beginning they say can hold back payments for six months, that's fine. But the last line seems to make it sound iffy to me again...
