The problem with trying to block a specific person's IP address is,
they can access your site from various computers (and thus various IP
addresses).
For example: At home their internet connection may be made through
AOL or one Internet provider, but at their work, or library, or school their internet
connection might be through a different provider and thus a different IP
address.
So, even if you knew their IP address from one computer... they could just
use a different computer/Internet service to "see" your website.
